Ban Quản lý các Khu chế xuất và công nghiệp thành phố cần tiếp tục đẩy mạnh chuyển dịch cơ cấu đầu tư trong KCX – KCN, tập trung vận động thu hút các dự án đầu tư thuộc các ngành sản xuất các sản phẩm có giá trị gia tăng cao, sử dụng công nghệ sạch, nguồn lao động có trình độ, thân thiện với môi trường, tập trung vào các ngành: điện tử - viễn thông - tin học, hóa chất – dược phẩm, cơ khí chế tạo, chế biến tinh lương thực thực phẩm; chú trọng thu hút đầu tư các ngành công nghiệp hỗ trợ và dịch vụ phục vụ cho các ngành công nghiệp trên. Tập trung triển khai xây dựng Khu kỹ nghệ Việt – Nhật, hoàn thành việc xây dựng hạ tầng trong quý 4 năm 2014. Hỗ trợ chủ đầu tư các KCN thành lập mới hoặc mở rộng thực hiện nhanh các thủ tục pháp lý để sớm triển khai. Chuẩn bị sẵn sàng quỹ đất với đầy đủ cơ sở hạ tầng để thu hút đầu tư. Phối hợp chặt chẽ với các Trường Đại học, Cao đẳng, Trung học chuyên nghiệp, Trường dạy nghề trên địa bàn thành phố xây dựng kế hoạch, chương trình đào tạo nguồn nhân lực phù hợp với định hướng phát triển công nghiệp và nhu cầu của doanh nghiệp; chuẩn bị nguồn nhân lực có trình độ kỹ thuật cao đáp ứng kịp thời nhu cầu chuyển dịch cơ cấu đầu tư.
