Hiệp hội Hợp tác Khu vực Nam Á (South Asian Association for Regional Cooperation – SAARC) ra đời vào năm 1985 với 7 thành viên (Ấn Đô, Pakistan, Bhutan, Nepal, Banglades. Sri Lanka, Maldives) và được nâng lên 8 thành viên với sự gia nhập của Afganistan (1997). Suốt ba thập kỷ tồn tại và phát triển, SAARC đã có những nỗ lực đáng kể và đạt được một số kết quả khả quan trong nhiều lĩnh vực hợp tác giữa các quốc gia trong Hiệp hội. Tuy nhiên, những kết quả đạt được chưa tương xứng với tiềm năng hợp tác. Có nhiều nhân tố ảnh hưởng đến sự phát triển của Hiệp hội trong thời gian qua. Trong khuôn khổ của bài viết, chúng tôi muốn đề cập đến một số yếu tố nổi bật đã cản trở sự phát triển của Hiệp hội, là nguyên nhân góp phần làm cho SAARC chưa trở thành một tổ chức có ảnh hưởng đáng kể như một số tổ chức khác.

Cooperative Association of South Asia (South Asian Association for Regional Cooperation-SAARC) was created in 1985 with 7 members (India, Pakistan, Bhutan, Nepal, Banglades. Sri Lanka, the Maldives) and up to 8 members with the accession of Afghanistan (1997). Throughout three decades of existence and development, SAARC has made significant efforts and achieved some positive results in many areas of cooperation between countries in the Association. However, the results achieved are not yet adequate cooperation. There are many factors that affect the development of the society in the past. In the framework of the article, we would like to mention a number of featured elements hampered the development of the Association, is the cause contributing to make the SAARC has not yet become a significantly influential organization as some other organizations.
