Association of South Asian Regional Cooperation (South Asian Association for Regional Cooperation - SAARC) was established in 1985 with 7 members (India, Pakistan, Bhutan, Nepal, Bangladesh. Sri Lanka, the Maldives) and is raised 8 members with the accession of Afghanistan (1997). During three decades of existence and development, SAARC has made considerable efforts and achieved some positive results in many areas of cooperation between countries in the Association. However, the results are not commensurate with the potential for cooperation. There are many factors that affect the development of the Association in recent years. Within the framework of the article, we would like to mention some prominent factors have hindered the development of the Association, is the cause contributing to SAARC has not become an organization with significant influence as a some other organizations.
