Ho Chi Minh City is a center of cultural and economic development of dynamic infrastructure system is relatively complete and abundant human resources. Also is the largest industrial center in the south.
On the administrative organization: City currently has 19 counties and 5 districts, namely:
- 13 urban districts development restrictions: Districts 1, 3, 4 , 5, 6, 8, 10, 11, Go Vap, Tan Binh, Tan Phu, Binh Thanh and Phu Nhuan.
- 6 development districts are: district 2, 9, Thu Duc, 7, 12, Binh Tan.

According to 2004 statistics, resident population of the city is 6,062,993 people, while the population of the 19 urban districts was 5,094,733 people. The average density in the county are not the same, the highest population density concentrated in existing urban districts such as District 11 (44,715 people / 1km2), District 4 (43 659 persons / 1km2), District 5 (40 273 people / 1km2), district 10 (41,161 people / km2), the lowest in district 9 (1747 persons / 1km2), district 2 (2,492 person / 1km2) and the suburban districts as Gio (94 persons / km2), Cu (662 people / km2). the rate of natural population growth in 2003 was 11.8%, in 2004 was 1.2%; mechanical rate is 2.07% to 2.09% in 2003 and 2004.
