Điểm nhấn của dải trung tâm thành phố Hải Phòng chính là hồ Tam Bạc. Hồ này xưa kia là lạch Liêm Khê thuộc địa phận làng An Biên cũ, (nay là thành phố Hải Phòng), nhánh nối sông Tam Bạc với sông Cấm (cổng chính cảng Hải Phòng). Năm 1885, người Pháp mở rộng, nắn thẳng lạch Liêm Khê thành một con kênh ngăn khu vực người Tây và người Việt dài 2.800m, rộng 74m, sâu 7m, khối lượng đào đắp tới 1.760.000m3. Năm 1925, người Pháp lại lấp đi một phần sông từ cảng Hải Phòng đến Nhà triển lãm ngày nay; đoạn còn lại nhân dân gọi nôm na là sông Lấp. Năm 1985, nhân kỷ niệm 30 năm ngày giải phóng Hải Phòng, sông Lấp cũng tròn 100 tuổi (1885-1985), thành phố làm mới hồ này bằng cách đắp đập Tam Kỳ, ngăn sông Tam Bạc nối đường Trần Nguyên Hãn với đường Quang Trung và đặt tên là hồ Tam Bạc.
Hồ Tam Bạc có độ sâu 3m, diện tích mặt hồ khoảng 4,82ha. Toàn bộ hành lang vỉa hè được lát đá granit phối màu sinh động, tạo hình khối đẹp với hệ thống ghế đá được bố trí hợp lý với những hàng cây rợp bóng mát, là nơi để người dân và du khách dừng chân nghỉ ngơi, thư giãn, ngắm cảnh hồ. Khi màn đêm buông xuống, hồ Tam Bạc trở nên lung linh, huyền ảo bởi hệ thống điện chiếu sáng được bài trí đối xứng trên hè đường dọc hai bên hồ.
