Tuy nhiên , hiện nay Việt nam đang áp dụng thông tư 41/2015/ TT –BTNMT ngày 9/9/2015 .thủ tục xin cấp phép đủ điều kiện nhập khẩu phế liệu cho doanh nghiệp trong thời hạn khá lâu.Đơn vị phải chờ giấy đủ điều kiện cấp phép của Cục Ô nhiễm – Tổng cục Môi trường cấp cho Công ty giấy Viêt Trì doanh nghiệp mà đơn vị cung cấp hàng phế liệu thì mới được thông quan lấy hàng.đến thời điểm ngày 11/7/2016 công ty cổ phần giấy Việt trì mới được cấp phép.vì vậy dẫn đến hàng bị lưu công quá nhiều. đến thời điểm này số tiền phát sinh lưu công đã lến đến 351.250.000 đồng Việt Nam .
