Lượng vải được nhập khẩu có chất lượng cao, vượt khỏi khả năng sản xuất của ngành dệt trong nước cho nên không có cơ hội cho sự phát triển của ngành dệt trong giai đoạn này. Vải trong nước chủ yếu phục vụ nhu cầu tiêu dùng nội địa.
