Là nguồn gốc của tăng trưởng kinh tế, kéo theo chuyển dịch cơ cấu kinh tế, việc tái cấu trúc đầu tư công được nhận định là yếu tố gây ra hiệu ứng mạnh, là công cụ điều chỉnh định hướng kinh tế và dẫn dắt các nguồn đầu tư trong và ngoài nước. Chính phủ cần quyết liệt cắt giảm đầu tư công như bán đứt, thậm chí bán lỗ những dự án dở dang, không nhất thiết phải nắm trong khi tư nhân làm được, lấy nguồn lực này để sử dụng hiệu quả hơn. Dư luận cũng cho rằng chúng ta không nên “đẻ” thêm các dự án mà vài năm tới chúng ta lại phải ngồi bàn và tìm nguyên nhân vì sao không thể trả được nợ. Nhiều chuyên gia cũng đề xuất nên đầu tư toàn xã hội xuống dưới 35% GDP so với mức trên 40% năm 2011, trong đó giảm mạnh đầu tư công xuống dưới 1/3 tổng đầu tư toàn xã hội. Đặc biệt, cần rà soát lại toàn bộ danh mục đầu tư đã được phê duyệt nhưng chưa triển khai thực hiện, cương quyết loại bỏ các danh mục đầu tư không còn phù hợp với điều kiện và tiêu chí mới.

Những vụ việc đầu tư tràn lan của các DNNN ngày càng để lại hệ quả xấu cho nền kinh tế. Trong khi nhiều chuyên gia cho biết đây mới chỉ là phần nổi của tảng băng chìm, nếu thông tin được minh bạch hơn thì con số này sẽ còn cao hơn nhiều.

Tại hội thảo “Tái cấu trúc DNNN” do Học viện Tài chính (Bộ Tài chính ) tổ chức ngày 15-11, nhiều đại biểu có chung nhận định nhiều DNNN đang trở thành gánh nặng của nền kinh tế. Mức lỗ bình quân của DNNN cao gấp 12 lần doanh nghiệp ngoài Nhà nước. Một cuộc điều tra 200 doanh nghiệp Việt Nam lớn nhất mới đây do Chương trình phát triển liên hợp quốc (UNDP) thực hiện khẳng định rằng “Top 200” của Việt Nam đang đầu cơ đất đai và chứng khoán mà thiếu tập trung vào hoạt động kinh doanh cốt lõi. Thay vào đó, các công ty này đua nhau tìm kiếm lợi nhuận tức thời trong khu vực bất động sản và tài chính. Một số Tập đoàn kinh tế như Petro Việt Nam, Vinashin đang thành lập hay đoạt quyền kiểm soát ở một số ngân hàng, EVN đầu tư sang cả viễn thông, quân đội kinh doanh xăng dầu, ngân hàng.
