Qua nghiên cứu, khảo sát “Quản lý Công tác xã hội đối với người tâm thần từ thực tiễn Trung tâm xã hội, tỉnh Bà Rịa – Vũng Tàu” cho thấy nhiều yếu tố chi phối đến công tác Quản lý xã hội đối với người tâm thần hiện nay ở Việt Nam nói chung, tỉnh Bà Riạ – Vũng Tàu và Trung tâm xã hội tỉnh nói riêng bao gồm: Yếu tố về luật pháp; Nhận thức của xã hội; Điều kiện cơ sở vật chất, trình độ phát triển kinh tế xã hội liên quan đến vị trí, vai trò, nhiệm vụ, cơ cấu tổ chức và chính sách bảo đảm, hỗ trợ cho việc thực hiện nhiệm vụ công tác xã hội, dịch vụ công tác xã hội trong các văn bản luật pháp chưa rõ ràng. Các chính sách bảo đảm, hỗ trợ cho việc thực hiện nhiệm vụ công tác xã hội đối với các đối tượng thực hiện nhiệm vụ này chưa tương xứng, như quy định chế độ thụ hưởng chưa phù hợp với đặc thù của công việc mà họ đảm nhiệm. Gần đây Chính phủ vừa ban hành Nghị định số 26/2016/NĐ-CP Quy định chế độ trợ cấp, phụ cấp đối với công chức, viên chức, người lao động làm việc tại các cơ sở quản lý người nghiện ma túy, người sau cai nghiện và cơ sở trợ giúp xã hội công lập. Đã thực sự đem lại niềm vui phấn khởi cho các Trung tâm của cả nước.
