- Xây dựng mạng lưới các cơ sở đào tạo theo hướng hiện đại đa cấp trình độ, đa ngành, đa hình thức sở hữu phân bố rộng khắp trên địa bàn tỉnh, phù hợp với yêu cầu phát triển kinh tế - xã hội và đáp ứng nhu cầu nâng cao trình độ học vấn và đào tạo nghề nghiệp cho người lao động trên địa bàn tỉnh Lào Cai. Hoàn chỉnh hệ thống các trường đại học, cao đẳng, trung cấp chuyên nghiệp và dạy nghề trên địa bàn tỉnh trên cơ sở thành lập mới, nâng cấp và sắp xếp lại các cơ sở đào tạo theo Quy hoạch mạng lưới các trường đại học, cao đẳng và Quy hoạch mạng lưới các cơ sở dạy nghề thời kỳ 2011 - 2020 đối với vùng TDMNPB. Phát triển hệ thống dạy nghề đáp ứng nhu cầu thị trường lao động theo hướng chuẩn hóa, hiện đại hóa. Phát triển mạnh các hình thức dạy nghề cho lao động nông thôn đáp ứng yêu cầu xây dựng nông thôn mới, chuyển dịch cơ cấu kinh tế nông thôn theo hướng hiện đại. Nâng cấp, từng bước hiện đại hóa các trường cao đẳng nghề và trường trung cấp nghề. Tập trung đào tạo công nhân kỹ thuật phục vụ các ngành công nghiệp và một số ngành, lĩnh vực: Cơ khí; Khai thác và chế biến khoáng sản; Luyện kim; Công nghiệp sản xuất vật liệu xây dựng; Công nghiệp chế biến nông, lâm sản, thực phẩm; Xây dựng công nghiệp và xây dựng các công trình công cộng; Du lịch, khách sạn, nhà hàng…
