Ngành điện là một ngành kinh tế chủ đạo có vị trí rất quan trọng trong nền kinh tế quốc dân. Ngành điện cung ứng mặt hàng thiết yếu cho cuộc sống, sinh hoạt, lao động sản xuất của tất cả các ngành và người dân. Do vậy việc duy trì và phát triển lưới điện đến tất cả các khách hàng có ý nghĩa rất quan trọng và hiện nay do Nhà nước quản lý, Tổng công ty điện lực Việt nam EVN là doanh nghiệp nhà nước duy nhất có chức năng cung ứng điện đến với người tiêu dùng

Ngành điện có cơ sở vật chất lớn và hiện đại, đòi hỏi nguồn vốn đầu tư rất lớn, thời gian đầu tư xây dựng kéo dài. Do số lượng vốn đầu tư ban đầu lớn, nên hiện nay các cơ sở nhà máy điện chủ yếu là do Tổng công ty điện lực đầu tư. Ngoài ra, một số nhà máy điện khác do các công ty nhà nước lớn có năng lực đầu tư như Tổng công ty sông Đà. Với chính sách khuyến khích các thành phần kinh tế tham gia xây dựng nhà máy điện, qua đó tăng sản lượng điện cung ứng.

Ngành điện là ngành kinh tế độc quyền: hiện nay chỉ duy nhất có Tổng công ty điện lực Việt nam là người mua điện duy nhất và cũng là người bán điện duy nhất đến người tiêu dùng. Cả các nhà cung cấp điện cũng như người sử dụng điện không có sự lựa chọn nào khác ngoài việc bán và mua điện của Tổng công ty điện lực. Việt Nam đang phấn đấu xây dựng thị trường điện cạnh tranh trong vòng 30 năm nữa, tuy nhiên quá trình chuyển từ một ngành điện độc quyền sang một ngành điện cạnh tranh là một quá trình dài. Việc xây dựng canh tranh trong ngành điện sẽ góp phần làm tăng cung trong ngành điện, giảm giá điện đến tay người tiêu dùng, tạo ra sức cạnh tranh và sức mạnh thị trường cho những nhà sản xuất điện cũng như những người tiêu dùng điện.
Do sản lượng EVN sản xuất không đáp ứng đủ nhu cầu nên EVN không chỉ mua điện từ các đơn vị thành viên mà còn mua điện của 10 công ty sản xuất điện bên ngoài và mua điện từ Trung Quốc. Ngoài ra EVN còn có 4 công ty phụ trách truyền tải điện và 7 công ty phụ trách phân phối điện
