2. Trình Chủ tịch Ủy ban nhân dân cấp tỉnh:
a) Dự thảo quyết định, chỉ thị cá biệt thuộc thẩm quyền ban hành của Chủ tịch Ủy ban nhân dân cấp tỉnh về giao thông vận tải;
b) Dự thảo quyết định thành lập, tổ chức lại, giải thể các tổ chức, đơn vị thuộc Sở Giao thông vận tải theo quy định của pháp luật; phối hợp với Sở Nội vụ trình Chủ tịch Ủy ban nhân dân cấp tỉnh dự thảo quyết định xếp hạng các đơn vị sự nghiệp, dịch vụ công lập do Sở Giao thông vận tải quản lý theo hướng dẫn của Bộ Giao thông vận tải và Bộ Nội vụ.
3. Tổ chức thực hiện các văn bản quy phạm pháp luật, quy hoạch, kế hoạch, chương trình, đề án, dự án, tiêu chuẩn, quy chuẩn kỹ thuật trong lĩnh vực giao thông vận tải được cơ quan nhà nước có thẩm quyền ban hành hoặc phê duyệt; thông tin, tuyên truyền, phổ biến, giáo dục, theo dõi thi hành pháp luật về các lĩnh vực thuộc phạm vi quản lý nhà nước được giao.
