Trong thời gian qua, Ủy ban nhân dân tỉnh Hậu Giang đã chủ động làm việc với các Bộ, ngành Trung ương và chỉ đạo Công ty Cổ phần Cấp thoát nước - Công trình đô thị Hậu Giang cùng các sở, ngành có liên quan tích cực hoàn thiện hồ sơ theo yêu cầu của Nhà tài trợ, tuy nhiên dự án đã không triển khai theo đúng tiến độ đã thống nhất với Nhà tài trợ. Nguyên nhân chậm trễ dẫn đến chưa ký kết được thỏa thuận tài trợ của dự án là do hiện nay Chính phủ mới ban hành một số Luật có liên quan đến việc đầu tư xây dựng cơ bản và đầu tư công nên các cơ sở pháp lý để ký kết thỏa thuận tài trợ của dự án theo pháp luật Việt Nam còn chưa đầy đủ, cụ thể như sau:
