Hiện tại, nhà thầu đang thực hiện thi công phá dỡ 3 công trình cầu cũ, tuy nhiên trong quá trình thực hiện nhà thầu không tuân thủ các biện pháp an toàn và vệ sinh môi trường như trong hồ sơ đã được phê duyệt, cụ thể như sau:
- Công nhân trực tiếp tham gia phá dỡ cầu không sử dụng trang bị bảo hộ lao động;
- Chưa có biện pháp thu gom xà bần, công nhân đùa chất thải trực tiếp xuống sông gây ảnh hưởng nghiêm trọng đến chất lượng môi trường nước và gây nguy hiểm đối với giao thông đường thuỷ;
- Chưa áp dụng các biện pháp kiểm soát bụi nên khả năng phát tán bụi vào môi trường xung quanh rất nghiêm trọng, đặc biệt là khu dân cư và khu vực chợ tại các cầu. Mặc dù nhiều hộ dân phản ánh nhưng vẫn chưa có biện pháp khắc phục;
- Việc che chắn công trường không được thực hiện triệt để. Các biển báo cần thiết trong quá trình thi công phá dỡ cầu không được bố trí đầy đủ.
Để đảm bảo an toàn và vệ sinh môi trường, chúng tôi yêu cầu nhà thầu lập tức ngưng các hoạt động phá dỡ, thực hiện các biện pháp an toàn trước khi thi công trở lại như: sử dụng tấm lưới mắc cáo hoặc xà lan để thu gom xà bần, che chắn công trường, lắp đặt các biển báo, trang bị dụng cụ BHLĐ cho công nhân, trong trường hợp cần thiết thì công nhân phải sử dụng cáp an toàn khi làm việc.
