Trong quá trình nội luật hóa quy định về Kiểm tra nhu cầu kinh tế (ENT) theo cam kết gia nhập Tổ chức Thương mại thế giới (WTO), Việt Nam đã tiếp thu ý kiến đóng góp của các đối tượng chịu sự điều chỉnh trực tiếp là các doanh nghiệp bán lẻ có vốn đầu tư nước ngoài (FDI) và các tổ chức quốc tế, cơ quan, đơn vị liên quan để bổ sung, hoàn thiện quy định về ENT theo hướng nới lỏng và minh bạch hóa việc xem xét, đánh giá các tiêu chí về ENT. Sự nới lỏng và minh bạch hóa này được thể hiện ở Thông tư số 08/2013/TT-BCT ngày 22 tháng 4 năm 2013 của Bộ Công Thương quy định chi tiết về hoạt động mua bán hàng hóa và các hoạt động liên quan trực tiếp đến mua bán hàng hóa của doanh nghiệp FDI tại Việt Nam.

In the process of codifying the civil rules of the economic needs test (ENT) according to the commitment to join the World Trade Organization (WTO), Vietnam has been receptive to opinions of the subject object directly is the retail business to foreign investment (FDI) and international organizations , body, related units to supplement, improve regulations on ENT towards loosening and transparent review of chemistry, reviews the criteria for ENT. The loosening and transparency of this culture is expressed in circular No. 08/2013/TT-BCT on April 22, 2013 of detailed rules regarding the purchase and sale of goods and the activities directly related to the sale of goods of FDI in Vietnam.

In the process into domestic law provisions on economic needs test (ENT) accession commitments under the World Trade Organization (WTO), Vietnam has adopted ideas of objects to be governed direct retail businesses with foreign investment (FDI) and other international organizations, agencies and relevant units to complement and complete the provisions of ENT towards easing and transparency of the review, evaluation criteria ENT. The loosening and transparency are shown in Circular No. 08/2013 / TT-BCT dated April 22, 2013 of the Ministry of Industry and Trade provides details of the purchase and sale of goods and activities directly related to purchase and sale of goods of FDI enterprises in Vietnam.
