Giai đoạn thi công là giai đoạn quyết định sản phẩm xây dựng hay công trình xây dựng có chuẩn theo hồ sơ thiết kế và đảm bảo mọi tiêu chí về khối lượng, chất lượng, tiến độ, chi phí đi kèm hay không. Chất lượng công trình là một trong những tiêu chí quan trọng được quan tâm nhất. Việc giám sát, quản lý chất lượng được thực hiện trong toàn bộ quá trình thi công và tất cả nội dung giám sát và quản lý chất lượng này đều được thể hiện đầy đủ ở hồ sơ chất lượng thi công công trình. Vì vậy hồ sơ chất lượng thi công công trình cần được lập và quản lý đầy đủ, chính xác, rõ ràng giúp cho việc kiểm soát , tra cứu, theo dõi chất lượng công trình một cách dễ dàng, nhanh chóng. Tiếp theo là việc thảo luận, lấy ý kiến từ những người có kinh nghiệm, am hiểu vấn đề lập và quản lý hồ sơ chất lượng công trình. Sau đó phát triển, tiêu chuẩn hóa thành một quy trình lập hồ sơ chất lượng thi công xây dựng. Việc này giúp cho các kỹ sư, những người quản lý có một cái nhìn toàn diện, đầy đủ về quá trình lập và quản lý hồ sơ chất lượng công trình. Góp một phần quan trọng trong việc theo dõi quản lý chất lượng công trình xây dựng, nâng cao chất lượng công trình xây dựng.
