ĐỀ CƯƠNG LỚP TẬP HUẤN NÂNG CAO ỨNG DỤNG CÔNG NGHỆ GIS TRONG QUẢN LÝ VÀ TỰ ĐỘNG HÓA ĐIỀU HÀNH HỆ THỐNG CÔNG TRÌNH THUỶ LỢI BẮC HƯNG HẢI

(Lớp tập huấn dành riêng cho cán bộ kỹ thuật của công ty KTCTTL Bắc Hưng Hải)

1. Mục tiêu:
Nâng cao năng lực xử lý dữ liệu không gian bằng các công cụ và công nghệ hiện đại cho các cán bộ kỹ thuật chuyên môn của công ty TNHH MTV KTCTTL Bắc Hưng Hải (Công ty Bắc Hưng Hải), đáp ứng nhu cầu quản lý, cập nhật thông tin, điều hành sản xuất và phù hợp với hệ thống điều khiển giám sát và thu thập dữ liệu (SCADA) đã được trang bị bởi nguồn vốn của dự án ADB5.
2. Nội dung tập huấn:
Nội dung tập huấn được chú trọng vào các thao tác thực hành và kỹ năng xử lý thông tin bản đồ trên hai phần mềm GIS chuyên dụng là ArcGIS và MapInfo Professional. Sau mỗi phần lý thuyết, các học viên sẽ trao đổi và tiến hành thực hành trên phần mềm GIS. Những nội dung chính của lớp tập huấn xoay quanh:
Phần lý thuyết:
- Giới thiệu về công nghệ GIS và các ứng dụng của GIS.
- Hệ thống phần mềm GIS và các phương thức biểu đạt thông tin.
- Các phương pháp thu thập dữ liệu với GIS.
- Quản lý công trình thủy lợi bằng ứng dụng GIS.
- Cơ sở dữ liệu không gian và dữ liệu thuộc tính.
- Hỏi đáp và kết xuất thông tin.
- Ảnh vệ tinh và các ứng dụng trong công tác quản lý, khai thác thông tin.
- Công nghệ GPS – hệ thống định vị toàn cầu trong thu thập dữ liệu.
- Xây dựng hệ thống cơ sở dữ liệu GeoDatabase.
- Giới thiệu về GIS đa phương tiện.
- Giới thiệu mô hình quản lý thông tin trong thời công nghệ số hiện đại.
Phần thực hành:
- Làm quen với các phần mềm ArcGIS và MapInfo Professional.
- Chuyển đổi dữ liệu giữa các định dạng khác nhau.
- Chuyển đổi lưới chiếu tọa độ từ VN-2000 sang UTM WGS-84 và ngược lại.
- Kiểm tra, hiệu chỉnh số liệu, cập nhật thông tin.
- Xây dựng cơ sở dữ liệu GeoDatabase.
- Chuẩn hóa thông tin, chuẩn bị bộ dữ liệu phục vụ ứng dụng WebGIS.
- Thu thập, cập nhật thông tin bản đồ bằng công nghệ GPS và ảnh vệ tinh.
- Biên tập bản đồ để in ấn.
- Kết xuất bản đồ sang định dạng khác và cơ sở dữ liệu ngoài.
3. Yêu cầu đạt được sau tập huấn:
- Học viên biết và nhớ được công nghệ GIS, viễn thám và các ứng dụng của công nghệ này với mục tiêu dự án.
- Thực hành thành thạo các phần mềm GIS phục vụ quản lý dữ liệu bản đồ số và các thao tác cơ bản trong xử lý, phân tích và quản lý dữ liệu không gian.
- Nắm vững các phương pháp thu thập dữ liệu không gian từ ảnh vệ tinh và hệ thống định vị toàn cầu GPS.
- Xây dựng được các bản đồ chuyên đề phục vụ công tác quản lý dữ liệu thủy lợi.
- Nắm vững các kỹ năng quan trọng trong xử lý bản đồ và xây dựng cơ sở dữ liệu GeoDatabase.
- Làm chủ công nghệ và xử lý các tình huống lỗi thường gặp.
4. Yêu cầu về báo cáo viên và học viên:
(i) Đối với báo cáo viên:
- Là những chuyên gia có kinh nghiệm am hiểu về công nghệ GIS và viễn thám.
- Các bài hướng dẫn cần tập trung nhiều vào thao tác thực hành, kỹ năng làm việc trên các hệ thống GIS, kỹ năng xây dựng cơ sở dữ liệu, kỹ năng xử lý dữ liệu từ nhiều nguồn khác nhau, kinh nghiệm lâu năm trong xử lý dữ liệu của Việt Nam và quốc tế.
(ii) Đối với học viên:
- Cán bộ kỹ thuật có kinh nghiệm làm việc với hệ thống thông tin địa lý GIS.
- Các cán bộ kỹ thuật có trình độ tin học cao và trình độ ngoại ngữ khá.
- Các cán bộ kỹ thuật có kiến thức về mạng Internet, xây dựng trang web và hệ thống bản đồ trực tuyến WebGIS.
5. Kế hoạch thực hiện:
(i). Chủ trì: Lãnh đạo Ban CPO.
(ii).Tổ chức thực hiện: CPMU phối hợp với PMISC: Cử ra một nhóm có đủ năng lực kinh nghiệm để tổ chức lớp tập huấn, với nhiệm vụ cụ thể như sau:
- Tổ chức, quản lý lớp tập huấn đạt hiệu quả và thanh quyết toán kinh phí theo chế độ hiện hành;
- Mời các học viên tham dự và báo cáo viên giảng dạy tập huấn;
- Chuẩn bị nội dung, thu thập tài liệu, in ấn đủ số lượng tài liệu cho các học viên.
(iii).Thành phần tham dự:
Cán bộ kỹ thuật tại trụ sở Công ty Bắc Hưng Hải
Cán bộ kỹ thuật tại trụ sở ở 05 cụm Quản lý thủy nông trực thuộc Công ty Bắc Hưng Hải

The main content of the training revolves around:Theoretical part:-Introduction to GIS technology and applications of GIS. -GIS software systems and modes of expression of information.-The methods of collecting data with GIS.-Manage irrigation by GIS applications.-Spatial databases and data attributes.-FAQ and the output information.-Satellite imagery and applications in the management and exploitation of information.-GPS-global positioning system in collecting data.-Construction of database system GeoDatabase.-Introduction to GIS multimedia.-Introduction to information management in the age of modern technology.The practical part:-Get acquainted with the software ArcGIS and MapInfo Professional.-Convert data between different formats.NET-convert coordinates from VN-2000 to WGS-84 UTM and vice versa.-Check, calibration, updated information.-Build database GeoDatabase.-Standardized information, preparing the data sets served WebGIS applications.-Collect, update map information using GPS technology and satellite imagery.-Map Editor to print.-Rendered map to other formats and external databases.3. The requirement to achieve the following training:-Students know and remember, remote sensing and GIS technology applications of this technology with the goal of the project.-Practice proficient GIS serves the digital map data management and basic operations in processing, analyzing and managing spatial data.-Master the methods of spatial data collected from satellite imagery and global positioning system GPS.-Building thematic maps serve the management of water resources data.-Master the key skills in handling a map and GeoDatabase data base construction.-Master the technology and processing common error situations.4. (The training for technical staff of the company Irrigation Bac Hung Hai) 1. Objective: Capacity handle spatial data with tools and modern technologies for the professional and technical staff of the company Limited Irrigation Bac Hung Hai (Bac Hung Hai Company), meet demand management, update, executive producer and matching system supervisory control and data acquisition (SCADA) was equipped by funding projects ADB5. 2. Content of the training: The training is focused on the practical operation and information-handling skills on two maps GIS software ArcGIS and MapInfo Dedicated Professional. After each theory session, participants will discuss and conduct practice on GIS software. The main content of the training revolves around: The Theory: - Introduction to GIS technology and applications of GIS. - GIS software systems and modes of expression of information. - The collection methods data with GIS. - Management of irrigation schemes using GIS applications. - Database space and attribute data. - FAQs and information dump. - Satellite images and applications in the work manage and exploit information. - Technology GPS - global positioning system of data collection. - Develop database system geodatabase. - About GIS multimedia. - Introducing models information management in the modern digital technologies. The practical: - Get familiar with ArcGIS and MapInfo Professional. - Convert data between different formats. - Convert grid coordinates from VN UTM WGS-84 in 2000 and to reverse. - Testing, calibration data and updated information. - Develop database geodatabase. - Standardized information and data preparation service WebGIS applications. - Collect, update the map with GPS technology and satellite imagery. - Ed map for printing. - Export map to another format and external databases. 3. Request achieved after training: - Students know and remember the GIS, remote sensing and applications of this technology with project objectives. - Practice mastering the GIS software for managing data map numbers and basic operations in processing, analyzing and managing spatial data. - Mastering the methods of collecting spatial data from satellite imagery and global positioning system GPS. - Building Construction is the thematic map service data management and irrigation. - Understand the key skills in handling and construction map database geodatabase. - To master the technology and process conditions Common error situations. 4.
