Cơ sở hạ tầng có vai trò quan trọng đối với phát triển kinh tế
Với tốc độ tăng trưởng kinh tế năm 2007 có thể đạt 9% thì nhu cầu đầu tư vào cơ sở hạ tầng phải gấp đôi sự phát triển kinh tế, nếu không cơ sở hạ tầng sẽ là lực cản.
Đây là khẳng định của Thứ trưởng Bộ Kế hoạch-Đầu tư Lê Bích Đạt tại Hội thảo “Cơ sở hạ tầng Việt Nam 2007” diễn ra sáng 21/11, tại Hà Nội. Ông Đạt cũng khẳng định: Chính phủ Việt Nam đã có nhiều nỗ lực huy động các nguồn lực nhưng ngân sách Nhà nước và vốn ODA vẫn chưa thể đáp ứng đủ nhu cầu vốn cho phát triển cơ sở hạ tầng.
Theo TS. Nguyễn Mạnh Kiểm - Chủ tịch Tổng hội xây dựng Việt Nam, kết cấu hạ tầng nước ta còn trong tình trạng yếu kém, qui mô nhỏ bé, hầu hết chưa đạt yêu cầu kỹ thuật, năng lực hạn chế, chưa tạo được kết nối liên hoàn, nhất là về giao thông vận tải chưa có đường cao tốc theo đúng tiêu chuẩn, thiếu cảng nước sâu; mạng đường đô thị ở các thành phố lớn, các khu vực phát triển chưa được qui hoạch kết nối với mạng giao thông chung của quốc gia. So với các nước tiên tiến khác trong khu vực, hệ thống kết cấu hạ tầng giao thông Việt Nam ở dưới mức trung bình.
Ngoài ra, các yếu tố phục vụ sản xuất kinh doanh như: Điện năng có thời điểm chưa đáp ứng đủ nhu cầu sản xuất trong các trung tâm công nghiệp. Chi phí cho điện năng và viễn thông còn cao.
Các chuyên gia đều cho rằng, tiềm năng đầu tư vào cơ sở hạ tầng (CSHT) ở Việt Nam là rất lớn. Nhu cầu này đến 2010 lên đến 67 tỷ USD. Ông Volker Edner-Bí thư thứ nhất Đại sứ quán Đức tại Việt Nam khẳng định: CSHT là một ngành quan trọng đối với kinh tế Việt Nam. Những năm qua, kinh tế Việt Nam có những bước phát triển nhanh chóng, tuy nhiên CSHT chưa đáp ứng kịp. Năm 2007, Thủ tướng Chính phủ Việt Nam đã thông qua danh mục dự án kêu gọi đầu tư nước ngoài đến năm 2010, cho thấy vẫn còn nhiều nguồn đầu tư Việt Nam đang kêu gọi. Đây là cơ hội cho các nhà đầu tư nước ngoài. Đất nước Việt Nam sẽ tạo cho chúng ta nhiều cơ hội linh hoạt.
Tại hội thảo, các đại biểu còn thảo luận những thông tin, công nghệ mới nhất và triển vọng trong lĩnh vực qui hoạch đô thị, xây dựng, giao thông công trình công cộng và xử lý nước thải.
