Để đáp ứng TCVN với chất lượng Euro

Để đáp ứng TCVN với chất lượng Euro 4 và Euro 5, NSRP cần bổ sung nâng cấp công nghệ của Dự án. Theo nội dung công văn gửi Bộ Công Thương, NSRP khẳng định chỉ có thể xem xét việc sửa đổi thiết kế và đầu tư bổ sung để đáp ứng tiêu chuẩn khí thải theo quy định sau khi hoàn thành đánh giá kiểm định độ tin cậy của các bên cho vay trong dự án (dự kiến vào năm 2021).

Theo nội dưng hợp đồng FPOA của dự án liên hợp lọc hóa dầu Nghi Sơn, NSRP sẽ cung cấp các sản phẩm tuân thủ tiêu chuẩn Việt Nam (TCVN) tại thời điểm bao tiêu sản phẩm thực tế. Trong trường hợp phát sinh khối lượng sản phẩm không đáp ứng yêu cầu chất lượng theo cam kết, khối lượng sản phẩm đó không thuộc nghĩa vụ bao tiêu của PVN

Do hợp đồng EPC, FPOA và thỏa thuận bảo lãnh và cam kết của Chính Phủ (GGU) được ký kết sau thời điểm ban hành Quyết định số 49/2011/QD-TTg nên về nguyên tắc NSRP phải tuân thủ Quyết định số 49/2011/QD-TTg. Tuy nhiên, nếu áp dụng Quyết định số 49/2011/QD-TTg thì nhà máy lọc dầu Dung Quất sẽ không thể tiêu thụ được sản phẩm ở trong nước.

Để giải quyết vấn đề trên, Bộ Công Thương đã có công văn số 767/TCNL-CBDK ngày 25/5/2015, công văn số 145/TCNL-CBDK ngày 14/01/2016 và công văn số 707/TCNL-CBDK ngày 16/03/2016 yêu cầu NSRP khẩn trương nghiên cứu, xây dựng phương án,lộ trình cụ thể để nâng cấp sản phẩm xăng dầu của Nhà máy đáp ứng các quy định hiện hành về tiêu chuẩn sản phẩm xăng dầu và phù hợp với Quyết định số 49/2011/QD-Tg và các quy chuẩn kỹ thuật quốc gia
