Lập kế hoạch là chức năng đầu tiên trong bốn chức năng của quản lý là lập kế hoạch , tổ chức , lãnh đạo và kiểm tra. Lập kế hoạch là chức năng rất quan trọng đối với mỗi nhà quản lý bởi vì nó gắn liền với việc lựa chọn mục tiêu và chương trình hành động trong tương lai, giúp nhà quản lý xác định được các chức năng khác còn lại nhằm đảm bảo đạt được các mục tiêu đề ra.

Cho đến nay thì có rất nhiều khái niệm về chức năng lập kế hoạch. Với mỗi quan điểm , mỗi cách tiếp cận khác nhau đều có khái niệm riêng nhưng tất cả đều cố gắng biểu hiện đúng bản chất của phạm trù quản lý này.
