I. MỤC TIÊU CỦA CÁC TỔ CHỨC TÍN DỤNG HỆ THỐNG TÁI CẤU TRÚC
Về cơ bản, tái cơ cấu triệt để, và toàn diện hệ thống tổ chức tín dụng để phát triển một hệ thống đa năng, hiện đại, an toàn, hiệu quả và bền vững của các tổ chức tín dụng năm 2020 với hình thức đa dạng về sở hữu, quy mô, loại hình, và khả năng cạnh tranh cao hơn dựa trên quản lý ngân hàng tiên tiến công nghệ phù hợp với các tiêu chuẩn quốc tế của ngân hàng, với mục đích đáp ứng tốt hơn nhu cầu về dịch vụ ngân hàng và tài chính của nền kinh tế. Trong thời gian 2011 - 2015: tập trung vào việc đạt được các điều kiện tài chính lành mạnh và năng lực của các tổ chức tín dụng ngày càng tăng; cải thiện sự an toàn và hiệu quả của các tổ chức tín dụng; tăng cường kỷ luật và nguyên tắc thị trường trong hoạt động ngân hàng. Thiết lập ít nhất 1-2 ngân hàng thương mại trong cùng một giải đấu như các ngân hàng trong khu vực vào năm 2015.

In the period 2011-2015: focus on achieving healthy financial condition and capacity of increasing credit organization; improve the safety and efficiency of the credit organization; Strengthening discipline and market principles in Bank operations. Set up at least 1-2 commercial bank in the same league as other banks in the region by 2015.
