Lãnh đạo cấp cao hai nước đã dành nhiều thời gian trao đổi các biện pháp nhằm thực hiện mục tiêu duy trì đà tăng trưởng kim ngạch song phương đi đôi với cải thiện cán cân thương mại. Hai bên đã ký “Quy hoạch phát triển 5 năm hợp tác kinh tế thương mại Việt - Trung giai đoạn 2012 - 2016” dịp Tổng Bí thư Nguyễn Phú Trọng thăm Trung Quốc (10/2011), ký Bản ghi nhớ Danh mục các dự án hợp tác trọng điểm kèm Quy hoạch vào dịp Phiên họp lần 6 Ủy ban Chỉ đạo hợp tác song phương Việt Nam - Trung Quốc (4/2013). Trong chuyến thăm Việt Nam của Thủ tướng Lý Khắc Cường, hai bên đã nhất trí thúc đẩy hợp tác kinh tế - thương mại với trọng tâm là hợp tác xây dựng một số dự án tiêu biểu có quy mô lớn về cơ sở hạ tầng, kết nối giao thông; tiếp tục áp dụng các biện pháp đảm bảo thúc đẩy quan hệ thương mại phát triển cân bằng, lành mạnh, hoàn thành trước thời hạn mục tiêu kim ngạch thương mại đạt 60 tỷ USD năm 2015; tăng cường phối hợp và hợp tác giữa hai nước trong lĩnh vực tài chính ngân hàng, nhất là hợp tác trong việc phòng ngừa tác động của khủng hoảng tài chính tiền tệ quốc tế, giữ vững an ninh tiền tệ ở mỗi nước. Để thực hiện các nhiệm vụ này, hai bên nhất trí thành lập Nhóm công tác hợp tác về cơ sở hạ tầng và Nhóm công tác về hợp tác tiền tệ.
