Theo ông Andreas Schleicher, Giám đốc giáo dục của Tổ chức Hợp tác và Phát triển kinh tế (OECD), sự so sánh lần này về chất lượng giáo dục chính là “chuẩn đo về chất lượng giáo dục toàn cầu đích thực đầu tiên”. Kết quả mà OECD đưa ra được nhiều quốc gia, trong đó có Việt Nam tranh luận sôi nổi. Nhiều ý kiến cho rằng nếu so chỉ số mà OECD đưa ra với thực trạng giáo dục cũng như việc làm tại nước bản địa thì dường như lý thuyết của OECD vẫn còn xa vời so với thực tế. Các lập luận phản biện cho rằng toán và khoa học đúng là những môn cơ bản quan trọng nhưng chính sách học “nhồi nhét” của một số quốc gia tại châu Á không mang lại cho HS sau độ tuổi 15 các nền tảng căn bản về kỹ năng sống và sự tự giác, theo đuổi việc học.
