 Giúp tiếp thu khoa học công nghệ hiện đại và phát triển nguồn nhân lực
-Thông qua các dự án ODA, nước tài trợ chuyển giao công nghệ hiện đại cho Việt nam
-Một lượng ODA lớn được nhà đầu tư và Việt Nam ưu tiên dành cho giáo dục, đào tạo, y tế ,…nhằm nâng cao chất lượng nguồn nhân lực.

 Thúc đẩy tăng trưởng , cải thiện đời sống, góp phần xóa đói giảm nghèo
-góp phần vào việc bổ sung ngân sách nhà nước của nước ta. Tạo điều kiện cho việc đầu tư phát triển kinh tế, xã hội….
-Nguồn vốn này đã đóng vai trò quan trọng trong chiến lược tăng trưởng, giảm nghèo, chuyển dịch cơ cấu kinh tế, cải cách thể chế, thúc đẩy phát triển kinh tế - xã hội của nước ta.
Ví dụ:ODA đầu tư các dự án về giáo dục như: dự án “Tăng cường khả năng sẵn sàng đi học cho trẻ mầm non”- Dự án ODA đầu tiên dành cho sự phát triển mầm non

 Góp phần điều chỉnh cơ cấu kinh tế
-Bổ sung ngoại tệ và làm lành mạnh cán cân thanh toán quốc tế
-Các dự án ODA mà các nhà tài trợ đầu tư vào Việt Nam chủ yếu vào các lĩnh vực cơ sở hạ tầng, kinh tế kỹ thuật, phát triển nhân lực.. tạo điều kiên cho việc cân đối giữa các ngành trong cả nước .

- Hiện nay nước ta nhận được nguồn vốn ODA từ nhiều quốc gia khác nhau trên thế giới, việc đầu tư của các nước bạn này đã giúp mối quan hệ ngoại giao của nước ta và nước đầu tư trở nên thân mật, gắn bó hơn… từ đó, mở rộng mối quan hệ quốc tế.

 Tuy nhiên, có thể thấy tác động tích cực rõ rệt nhất chính là: ODA là nguồn vốn bổ sung quan trọng cho đầu tư và phát triển

 ODA đã làm gia tăng nợ quốc gia:

- Việc ODA không ngừng tăng cao giúp cải thiện tình hình kinh tế , xã hội nhưng cũng góp phần làm tăng cao nguồn nợ quốc gia.Do vốn ODA không được đầu tư trực tiếp cho sản xuất và xuất khẩu trong khi trả nợ phải dựa vào việc xuất khẩu để thu ngoại tệ.
 ODA làm gia tăng lạm phát

- Nợ =>vay nợ mới => tăng nợ => tăng vay ….vòng xoáy này sẽ dẫn con nợ đến sự vỡ nợ hoặc vòng xoáy lạm phát: Nợ => tăng nghĩa vụ nợ => thâm hụt ngân sách => tăng lạm phát . Lúc này nợ sẽ làm tăng các khoản chi ngân sách cho phát triển và ổn định xã hội , làm căng thẳng thêm trạng thái khát vốn, hỗn loạn xã hội.

 Tiếp tục hoàn thiện hơn nữa chiến lược thu hút và sử dụng nguồn vốn ODA
ODA là một nguồn vốn lớn có tác động đến phát triển kinh tế đất nước. Bởi vậy, việc huy động, quản lí và sử dụng ODA cần phải được tuân theo một chiến lược cụ thể.Nắm bắt kịp thời xu hướng diễn biến quốc tế có ảnh hưởng đến chính sách vay ODA để kịp thời điều chỉnh cho phù hợp.
 Cải thiện, nâng cao hiệu quả của việc sử dụng khoản vay ODA
Nâng cao hiệu quả việc sử dụng khoản vay ODA: sử dụng hợp lí, tiết kiệm, không lãng phí để tránh để lại gánh nặng nợ trong tương lai.
 Hoàn thiện môi trường pháp lí đối với quản lí ODA
-Sửa đổi, bổ sung, hoàn thiện các văn bản pháp luật về cơ chế quản lí vốn ODA
-Xây dựng cơ chế phối hợp giữa các ngành liên quan, giữa cơ quan quản lí, cơ quan thực hiện dự án để kịp thời nắm bắt và xử lí những vấn đề vướng mắt trong quá trình thực hiện dự án.
 Hoàn chỉnh các cơ chế về tài chính
-Rà soát lại các thủ tục tài chính trong nước, đặc biệt là thủ tục rút vốn nhằm đơn giản hóa thủ tục giữa Việt Nam và nhà tài trợ nhưng vẫn phải đảm bảo được quản lí nguồn vốn ODA.
-Điều hành, giám sát các Bộ, địa phương việc đảm bảo cân đối nguồn vốn đối ứng cho các dự án ODA, không để dự án ách tắc do thiếu vốn ODA.
-Tăng cường việc giải ngân vay ODA, quản lí nợ và trả nợ
 Nâng cao công tác thông tin và theo dõi dự án
-Tăng cường công tác trao đổi thông tin giữa các cơ quan liên quan từ cơ quan quản lí đến ban quản lí dự án. Thiết lập một hệ thống thông tin hoàn chỉnh từ cấp cơ sở đến cấp trung ương để tạo điều kiện cho việc theo dõi và giám sát chặt chẽ quá trình thực hiện các chương trình, dự án ODA.Tiến hành đánh giá hiệu quả dự án để có những điều chỉnh kịp thời việc sử dụng khoản vay ODA.
 Tăng cường công tác đào tạo
-Tăng cường đào tạo , đào tạo lại cán bộ quản lí, cán bộ thực hiện chương trình, dự án ODA, đặc biệt là làm quen với các thủ tục của nhà tài trợ, nâng cao trình độ ngoại ngữ cho những cán bộ liên quan để đáp ứng công việc, tăng cường trang thiết bị, điều kiện làm việc, …phục vụ cho quản lí và thực hiện dự án.

-Đẩy mạnh cuộc đấu trah chống tham nhũng một cách thiết thực, thực hành tiết kiệm, chống lãng phí.
-Tăng cường sự phối hợp giữa các cơ quan hành chính và các cơ quan kiểm soát, tòa án trong việc phát hiện, truy tố, xét sử tội phạm tham nhũng.
