1953, Tổng thống Mỹ Eisenhower thay ông Truman đứng đầu Nhà Trắng. Trước tình hình thay đổi nhanh chóng bất lợi cho thế giới tư bản, Tổng thống Eisenhower nói: “sẽ không nhượng bộ trước sự đe doạ và không tự hạn chế chúng ta trong việc dùng các loại vũ khí khi cần thiết… Chúng ta sẽ cho phía cộng sản biết rằng… chúng ta sẽ đánh họ bằng những vũ khí chúng ta lựa chọn
Từ đó, một chiến lược toàn cầu của Mỹ ra đời với kế hoạch quân sự “Trả đũa ào ạt”, nhằm xác lập sức mạnh của đế quốc Hoa Kỳ trên tất cả mọi khu vực. Cụ thể là chiến lược này nhằm vào ba đối tượng:
• Chống chủ nghĩa xã hội (trọng tâm là Liên Xô và Đông Âu)
• Dập tắt phong trào giải phóng dân tộc trên thế giới (trọng tâm là Việt Nam ở Đông Nam Á và Cu Ba ở khu vực Mỹ La – tinh)
• Lôi kéo, khống chế các nước đồng minh (trọng tâm là Tây Âu và Nhật Bản)
Về căn bản, chiến lược toàn cầu của Mỹ có ba phương thức chủ yếu: Chiến tranh lạnh – chạy đua vũ trang – Thực hiện chủ nghĩa thực dân mới.
