Lãnh đạo Ban Quản lý Vịnh Hạ Long cho biết, trong thời gian tới, chiến lược khai thác, phát triển du lịch trên Vịnh Hạ Long được tiếp tục đẩy mạnh theo hướng nâng cao chất lượng, đi vào chiều sâu và có những bước đột phá mới thông qua việc xây dựng đề án tăng cường công tác quản lý nhà nước đối với các hoạt động dịch vụ du lịch. Việc bổ sung, mở thêm các tuyến tham quan trên Vịnh Bái Tử Long nhằm giảm áp lực tại vùng lõi của Di sản; mở thêm một số điểm tham quan trên Vịnh Hạ Long, tăng sự lựa chọn cho khách tham quan; triển khai áp dụng mô hình hợp tác công - tư trong khai thác, phát triển du lịch trên Vịnh Hạ Long. Đồng thời chú trọng xử lý cơ bản những vấn đề liên quan đến môi trường để bảo vệ giá trị đặc biệt của Vịnh Hạ Long. Bên cạnh đó, xây dựng các sản phẩm du lịch, nhất là các sản phẩm du lịch văn hoá, sinh thái, thể thao, giải trí... cũng như đẩy mạnh công tác quảng bá, xúc tiến, đào tạo nguồn nhân lực có tay nghề cao, đáp ứng nhu cầu ngày càng cao của du khách khi đến với Vịnh Hạ Long cũng đang được chú trọng.
Nhờ làm tốt công tác quản lý, bảo tồn và phát huy giá trị độc đáo của di sản, nên Vịnh Hạ Long luôn là điểm đến có sức hút mạnh mẽ với du khách trong và ngoài nước, là một trong những sự lựa chọn hàng đầu của du khách nước ngoài khi đến Việt Nam, đến với Quảng Ninh.
