Trợ cấp một lần đối với cá nhân khi chuyển công tác đến vùng có điều kiện kinh tế xã hội đặc biệt khó khăn, hỗ trợ một lần đối với cán bộ công chức làm công tác về chủ quyền biển đảo theo quy định của pháp luật. Trợ cấp chuyển vùng một lần đối với người nước ngoài đến cư trú tại Việt Nam, người Việt Nam đi làm việc ở nước ngoài, người Việt Nam cư trú dài hạn ở nước ngoài về Việt Nam làm việc.”
Điều 6 - Nghị định 116/2010/NĐ-CP. Trợ cấp lần đầu và trợ cấp chuyển vùng

Đối tượng quy định tại Điều 2 Nghị định này đến công tác ở vùng có điều kiện kinh tế - xã hội đặc biệt khó khăn từ 3 năm trở lên đối với nữ và từ 5 năm trở lên đối với nam được hưởng trợ cấp như sau:

1. Trợ cấp lần đầu bằng 10 tháng lương tối thiểu chung;

2. Trường hợp có gia đình chuyển đi theo thì ngoài trợ cấp lần đầu, còn được trợ cấp tiền tàu xe, cước hành lý cho các thành viên trong gia đình cùng đi và hưởng trợ cấp chuyển vùng bằng 12 tháng lương tối thiểu chung cho hộ gia đình;

3. Chỉ thực hiện một lần mức trợ cấp quy định tại khoản 1 và khoản 2 Điều này trong cả thời gian công tác ở vùng có điều kiện kinh tế - xã hội đặc biệt khó khăn.

Điều 5 - Thông tư 08/2011/TTLT-BNV-BTC. Hướng dẫn về trợ cấp lần đầu và trợ cấp chuyển vùng quy định tại Điều 6 Nghị định số 116/2010/NĐ-CP

1. Đối tượng và mức trợ cấp lần đầu, trợ cấp chuyển vùng thực hiện theo quy định tại Điều 6 Nghị định số 116/2010/NĐ-CP.

2. Trợ cấp tiền tàu xe, cước hành lý cho các thành viên trong gia đình cùng đi quy định tại Khoản 2, Điều 6 Nghị định số 116/2010/NĐ-CP được tính theo giá vé, giá cước thực tế của phương tiện giao thông công cộng hoặc thanh toán theo mức khoán trên cơ sở số km thực đi nhân với đơn giá phương tiện vận tải công cộng thông thường (tàu, thuyền, xe ô tô khách).

3. Trợ cấp lần đầu, trợ cấp chuyển vùng và trợ cấp tiền tàu xe, cước hành lý cho các thành viên trong gia đình do cơ quan, tổ chức, đơn vị ở vùng có điều kiện kinh tế - xã hội đặc biệt khó khăn nơi tiếp nhận, bố trí phân công công tác chi trả một lần.
