Cơ quan quản lý này cho hay, hiện chi phí khám chữa bệnh của đối tượng tham gia BHYT chiếm 70-90% nguồn thu của các bệnh viện, cơ bản bảo đảm các chi phí trực tiếp để phục vụ người bệnh và hoạt động của bệnh viện. Việc đổi mới cơ chế tài chính theo hướng tính đúng, tính đủ giá dịch vụ y tế nhằm giảm dần việc cấp ngân sách nhà nước cho các cơ sở y tế và chuyển sang hỗ trợ mức đóng cho người tham gia BHYT nhằm thúc đẩy các cơ sở y tế nâng cao chất lương khám, chữa bệnh, đồng thời bảo đảm tính công bằng trong đánh giá hiệu quả hoạt động giữa các cơ sở y tế trên cả nước, bảo đảm quyền lợi cho người có thẻ BHYT và thúc đẩy việc tham gia BHYT.

Bộ Y tế đã và đang quyết triển khai ứng dụng công nghệ thông tin trong quản lý khám chữa bệnh và thanh toán BHYT trong toàn ngành với mục tiêu cải cách thủ tục hành chính, bảo đảm công khai, minh bạch trong ung ứng dịch vụ y tế, trong giám định chi phí và thanh toán BHYT, góp phần tăng độ chính xác và hiệu quả trong quản lý nhà nước về bảo hiểm y tế. Bộ Y tế, Bảo hiểm Xã hội Việt Nam cùng các đơn vị cung ứng dịch vụ công nghệ thông tin đã phối hợp chặt chẽ, hoàn thành các nội dung chuyên môn và kỹ thuật như ban hành bộ mã danh mục dùng chung, chuẩn dữ liệu đầu ra thanh toán BHYT, bước đầu sẵn sàng cho việc kết nối liên thông giữa cơ sở khám chữa bệnh các tuyến với cơ quan Bảo hiểm Xã hội trước 30/6/2016.

“Với việc sớm triển khai ứng dụng công nghệ thông tin đặc biệt quan trọng không chỉ trong việc bảo đảm tính kịp thời, minh bạch trong giám định và thanh toán chi phí mà còn đảm bảo việc quản lý sử dụng dịch vụ y tế khi có sự thông tuyến khám chữa bệnh, bảo đảm kiểm soát việc tiếp cận và cung ứng dịch vụ y tế đối với người có thẻ BHYT là phù hợp, hiệu quả, tránh lạm dụng từ phí người bệnh và người cung cấp dịch vụ”, Bộ Y tế đánh giá.

Được biết, tại hội nghị trực tuyến toàn quốc về Bảo hiểm y tế toàn dân diễn ra hôm 3/6 vừa qua, Thủ tướng Chính phủ chỉ đạo Bộ Y tế, Bảo hiểm Xã hội Việt Nam và UBND các tỉnh, thành phố trực thuộc trung ương cần đẩy nhanh tiến độ thực hiện mục tiêu bảo hiểm y tế toàn dân, phấn đấu trong năm 2016 đạt chỉ tiêu bao phủ 78,8% dân số và đến năm 2020 đạt tỷ lệ bao phủ trên 90% dân số.

Theo Bộ Y tế, để thực hiện mục tiêu này, công tác truyền thông, cải cách thủ tục hành chính trong tham gia BHYT, trong khám chữa bệnh và chất lượng dịch vụ y tế cần tiếp tục được tăng cường mạnh mẽ, trong đó chất lượng dịch vụ y tế được xem như một trong những cơ sở nền tảng để đạt mục tiêu BHYT toàn dân.
