Ngân Hàng trung ương là cơ quan duy nhất có quyền phát hành tiền (in tiền) vì thế nó là
ngân hàng duy nhất không có khả năng bị phá sản. Nó đóng vai trò chủ ngân
hàng đối với các ngân hàng thương mại, đảm bảo cho hệ thống ngân hàng hoạt
động không trục trặc và còn đóng vai trò chủ ngân hàng đối với Chính phủ,
gánh trách nhiệm kiểm soát việc cung ứng tiền tệ và việc tài trợ cho thâm hụt
ngân sách của Chính phủ.
