Người được bổ nhiệm giữ vị trí phụ trách lĩnh vực khai thác tàu biển phải có bằng đại học về một trong các chuyên ngành hàng hải, ngoại thương, thương mại hoặc kinh tế và phải có kinh nghiệm làm việc trong lĩnh vực khai thác tàu biển tối thiểu 03 năm.
