Với mức giảm thuế sâu như vậy, trong tương lai, hàng hóa của các nước ASEAN sẽ tràn ngập thị trường Việt Nam, dẫn đến việc cải thiện tình trạng nhập siêu của Việt Nam với các nước ASEAN càng trở nên khó khăn hơn. Theo số iệu của Tổng cục Hải quan, cán cân thương mại Việt Nam – ASEAN nhiều năm qua luôn bị thâm hụt. Kim ngạch nhập khẩu giai đoạn 2006 – 2008 gấp gần 2 lần so với kim ngạch xuất khẩu. Giai đoạn 2009 – 2013, tỷ lệ kim ngạch nhập khẩu và kim ngạch xuất khẩu tuy có giảm nhưng vẫn ở mức cao.
