Vào năm 1963, Thị xã Vinh được Thủ tướng Chính phủ quyết định lên thành phố đô thị loại Ba. Qua 2 năm tiến hành xây dựng, Rạp được đưa vào khai trương hoạt động ngày 12/9/1964, kỷ niệm 34 năm Phong trào Xô Viết Nghệ Tĩnh (30- 31). Buổi khai mạc đã chiếu bộ phim nhạc, vũ kịch “Ngọn lửa Nghệ Tĩnh” do Hãng phim Bát Nhất (Trung Quốc) giúp ta sản xuất. Rạp được mang tên “Rạp12- 9 Vinh”, một biểu tượng văn hóa giữa trung tâm thành phố đỏ anh hùng và nhanh chóng trở thành một địa chỉ sinh hoạt văn hoá tinh thần hấp dẫn, bổ ích cho người dân. Ngay từ thời kỳ đầu, rạp trình chiếu những bộ phim thời sự, tài liệu, phim truyện của Việt Nam, Liên Xô, Trung Quốc và các nước XHCN anh em khác, đã góp phần tích cực vào công tác tuyên truyền chủ trương chính sách của Đảng, Nhà nước về xây dựng CNXH ở miền Bắc, đấu tranh giải phóng miền Nam, thống nhất nước nhà. Rạp trở thành điểm hẹn lý tưởng cho mọi người, nhất là giới trẻ.

Hoạt động của Rạp chưa được bao lâu thì đế quốc Mỹ tiến hành cuộc chiến tranh phá hoại ra miền Bắc, từ sau sự kiện 5/8, thành phố Vinh trở thành trọng điểm bị đánh phá ác liệt suốt ngày đêm.
