Một cách tổng quan nhất, gói kích cầu thứ hai sẽ góp phần hỗ trợ tăng trưởng của nền kinh tế trong năm 2010, đồng thời có tính đến việc hạn chế các mặt trái có thể phát sinh để chuẩn bị cho một chu kỳ tăng trưởng mới. Điều này chắc chắn sẽ có tác dụng tích cực đến thực tế cũng như kỳ vọng trong hoạt động của các DN niêm yết và TTCK.
Sự hỗ trợ hợp lý trong ngắn hạn và kích thích phát huy nội lực trong dài hạn sẽ được các DN xác định trong chiến lược kinh doanh trong năm 2010. Kỳ vọng được ổn định một cách tích cực là điểm nhấn quan trọng trong tác động của gói kích cầu thứ hai với hoạt động của các công ty niêm yết và TTCK. Song mức độ ảnh hưởng của gói kích cầu thứ hai chắc chắn sẽ có những điểm khác biệt so với gói kích cầu thứ nhất.
Xét một cách riêng rẽ, ảnh hưởng của nó với TTCK sẽ không mạnh như khi gói kích cầu thứ nhất được công bố và triển khai đúng vào vùng đáy của thị trường.

Song nếu nhìn một cách toàn diện thì gói kích cầu thứ hai sẽ khiến các DN đẩy mạnh phát huy nội lực khi mà chiếc phao cứu sinh đã được thu lại phần nào, qua đó nỗ lực hơn để có thể đạt được các mục tiêu trung và dài hạn.

DN và ngành nghề nào trong thời gian qua có sự chuẩn bị tốt nhất về tái cấu trúc hoạt động, huy động nội lực cho thời kỳ hậu suy giảm kinh tế và tận dụng được những hỗ trợ của Chính phủ một cách gián tiếp hoặc trực tiếp, sẽ có sức bật tốt nhất trong thời gian tới.
Đại diện Quỹ Tiền tệ quốc tế (IMF) cho rằng Việt Nam nên chú trọng ổn định kinh tế vĩ mô, tránh những nguy cơ bất ổn như năm 2008.
