Thời gian qua, một số báo có thông tin về nội dung: Chính phủ bãi bỏ Thông tư 98/2016/TT-BTC của Bộ Tài chính, đưa thuế nhập khẩu mặt hàng Artemia về 0%. Bộ Tài chính vừa phát ra thông tin báo chí nêu rõ bản chất của vấn đề này.

Cụ thể Bộ Tài chính cho biết, theo quy định của Luật Thuế xuất khẩu thuế nhập khẩu (XNK) số 107/2016/QH13, kể từ ngày 1/9/2016 trở đi, thẩm quyền ban hành các biểu thuế xuất khẩu, biểu thuế nhập khẩu ưu đãi, biểu thuế nhập khẩu ưu đãi đặc biệt, danh mục hàng hóa và mức thuế tuyệt đối, thuế hỗn hợp, thuế nhập khẩu ngoài hạn ngạch thuế quan thuộc Chính phủ.

Triển khai thực hiện Luật thuế XNK số 107, Bộ Tài chính đã trình Chính phủ xem xét ban hành 12 nghị định về các biểu thuế nói trên trong đó có Nghị định số 122/2016/NĐ-CP về Biểu thuế xuất khẩu, biểu thuế nhập khẩu ưu đãi, danh mục hàng hóa, mức thuế tuyệt đối, thuế hỗn hợp, thuế nhập khẩu ngoài hạn ngạch thuế quan, có hiệu lực từ ngày 1/9/2016

Theo quy định của Luật Ban hành văn bản quy phạm pháp luật, Nghị định số 122/2016/NĐ-CP đã bãi bỏ các thông tư về thuế suất thuế nhập khẩu ưu đãi mà Bộ Tài chính đã ban hành trước ngày 1/9/2016 trong đó có Thông tư số 98/2016/TT-BTC.

Về nội dung quy định tại Nghị định số 122/2016/NĐ-CP, Bộ Tài chính đã đề xuất với Chính phủ xem xét sửa đổi thuế suất của một số mặt hàng trên cơ sở kiến nghị của các bộ, ngành, hiệp hội và doanh nghiệp đã gửi đến Bộ Tài chính trong 8 tháng đầu năm 2016 trong đó có kiến nghị sửa đổi thuế suất thuế nhập khẩu ưu đãi đối với mặt hàng trứng Artemia.

Sau khi tổng hợp ý kiến các bộ, ngành, hiệp hội trong đó có Bộ Nông nghiệp và phát triển nông thôn, Hiệp hội Thủy sản Việt Nam (VASEP), để giúp giảm chi phí đầu vào cho ngành tôm Việt Nam, tại văn bản số 11964/BTC-CST ngày 26/8/2016, Bộ Tài chính đã trình Chính phủ xem xét giảm thuế suất thuế nhập khẩu mặt hàng trứng Artemia từ 3% về 0%.

Trên cơ sở ý kiến của Bộ Tài chính, Chính phủ đã đồng ý giảm mức thuế suất nhập khẩu của mặt hàng trứng Artermia từ 3% xuống 0% tại Nghị định số 122/2016/NĐ-CP
