1. Phân tích nhu cầu năng lượng (quang – nhiệt – cơ – điện) và khả năng đáp ứng của các nguồn năng lượng tái tạo sẵn có tại từng địa phương.

2. Đưa ra các chương trình nghiên cứu ứng dụng các thiết bị khai thác năng lượng tái tạo để sử dụng vào mục đích phù hợp (không nhất thiết phải chuyển thành điện năng).

3. Có cơ chế khuyến khích phát triển các nguồn năng lượng tái tạo. Lập chương trình hỗ trợ thí điểm, nhân rộng mô hình sử dụng năng lượng tái tạo thay thế cho năng lượng điện trong các mục đích sử dụng năng lượng phù hợp.
