Trước những cơ hội phát triển mới, vai trò của Lào Cai sẽ nặng nề hơn, không chỉ đối với sự phát triển riêng của tỉnh mà còn để đáp ứng yêu cầu phát triển của Vùng và cả nước do vậy UBND tỉnh Lào Cai kiến nghị với Trung ương, Chính phủ như sau:
