Việc triển khai đầu tư dự án luồng

Việc triển khai đầu tư dự án luồng Soài Rạp được thực hiện trên tinh thần Nghị quyết số 09-NQ/TƯ ngày 9-2-2007 của Ban chấp hành TƯ Đảng khóa X; Nghị quyết số 27/2007/NQ-CP ngày 30-5-2007 về chiến lược biển Việt Nam đến năm 2020 và Quyết định số 2190/QĐ-TTg ngày 24-12-2009 của Chính phủ về phê duyệt Quy hoạch phát triển hệ thống cảng biển Việt Nam đến năm 2020, định hướng đến năm 2030. Trong đó, luồng Soài Rạp là 1 trong 4 luồng quan trọng của quốc gia, bao gồm: luồng Soài Rạp, luồng Cái Mép - Thị Vải, luồng Hải Phòng và luồng vào cảng trên sông Hậu, ưu tiên đầu tư trong giai đoạn đến năm 2015.
Đối với các cảng trên luồng Soài Rạp: theo quy hoạch là cảng tổng hợp quốc gia đầu mối khu vực, không chỉ có cảng SPCT và cảng Sài Gòn - Hiệp Phước mà bao gồm hệ thống các cảng được di dời từ trung tâm TPHCM và hệ thống các cảng thuộc các tỉnh Long An và Tiền Giang.
Hiệu quả kinh tế đầu tư của dự án đã được nghiên cứu và quan tâm hàng đầu khi thực hiện. Dự án đã được Chính phủ phê duyệt căn cứ trên các điều kiện thực tế và phản biện luận cứ khoa học góp ý của các cơ quan, ban ngành Trung ương, TPHCM và các tổ chức tư vấn, nhà khoa học. Khi dự án đưa vào vận hành là cơ sở để lĩnh vực khai thác cảng và các dịch vụ liên quan đến vận tải biển, khai thác cảng phát triển. Dự án góp phần gia tăng khả năng vận chuyển của luồng tuyến, tạo gia tăng đáng kể khối lượng xuất nhập khẩu qua cụm cảng TPHCM, đồng thời tạo lợi ích dây chuyền cho các dịch vụ hậu phương đối với chủ hàng xuất nhập khẩu tại TPHCM và các tỉnh đồng bằng sông Cửu Long”.
Trong đó, tuyến luồng Soài Rạp là yếu tố quan trọng giúp cho việc phát triển kinh tế biển của thành phố HCM và các tỉnh lân cận, tạo nguồn thu lớn cho ngân sách (nguồn thu từ thuế xuất nhập khẩu của thành phố năm 2014 đạt 89.143 tỉ đồng, chiếm 35% tổng thu ngân sách địa phương).
Dự án sông Soài Rạp được triển khai tại 4 tỉnh: Tiền Giang, Long An, TP HCM và Bà Rịa - Vũng Tàu nhằm phục vụ di dời các cảng biển trên sông Sài Gòn, đáp ứng nhu cầu vận chuyển hàng hóa qua các cảng trên địa bàn TP HCM.
