Các ngân hàng cũ mở rộng tín dụng bằng việc nới lỏng điều kiện cho vay, cạnh tranh nhau bằng giảm lãi suất cho vay, tăng lãi suất huy động để tìm kiếm nguồn vốn cho vay,chuyển đổi mô hình, liên doanh liên kết với các doanh nghiệp, tập đoàn để tăng vốn điều lệ, mở rộng mạng lưới nhanh chóng vượt quá khả năng quản trị, cho thành lập thêm các ngân hàng mới và tất cả các ngân hàng chủ yếu đua nhau tìm kiếm lợi nhuận từ nghiệp vụ cho vay nên càng làm cho tín dụng của hệ thống ngân hàng tăng cao trong suốt năm 2007 và 3 tháng đầu năm 2008, đó là nguyên nhân rất quan trong gây sức ép rất lớn làm gia tăng lạm phát trong thời gian qua.

Năm 2007 luồng vốn FDI tăng 20,3 tỷ USD vốn đăng ký, cao hơn nhiều so với mức 10,2 tỷ USD của năm 2006, đặc biệt là luồng vốn đầu tư gián tiếp gia tăng mạnh mẽ khoảng trên 6 tỷ, gấp 5 lần con số của năm 2006 mà chủ yếu đổ vào thị trường chứng khoán, trái phiếu đặc biệt là đổ vào IPO các doanh nghiệp nhà nước lớn. Đứng trước bối cảnh này, Ngân hàng nhà nước đã phải cung ứng một lượng lớn tiền VND để mua ngoại tệ vào nhằm mục tiêu ổn định và phá giá nhẹ tỷ giá để hỗ trợ xuất khẩu, thúc đẩy tăng trưởng kinh tế và điều này làm cho tổng phương tiện thanh toán tăng cao, tác động làm lạm phát gia tăng.
