Theo Nghị quyết số 08/NQ-CP ngày 23/01/2004 của Chính phủ và Chương trình hành động số 24 của Ban Thường vụ Thành ủy về chủ động ứng phó với biến đổi khí hậu. Phấn đấu mục tiêu đến năm 2020, Hải Phòng cơ bản chủ động thích ứng với biến đổi khí hậu, phòng tránh thiên tai, đảm bảo an toàn tính mạng người dân và tài sản, giảm phát thải khí nhà kính, kiềm chế mức độ gia tăng ô nhiễm môi trường, duy trì cân bằng sinh thái, hướng tới nền kinh tế xanh thân thiện với môi trường. Kèm theo đó các hoạt động đánh giá tác động của biến đổi khí hậu phải được triển khai cụ thể, đề xuất phân vùng chức năng dựa trên đặc tính sinh thái, tiềm năng tài nguyên và tác động của biến đổi khí hậu, qua đó làm cơ sở cho việc lồng ghép nội dung về biến đổi khí hậu, nước biển dâng vào các quy hoạch, kế hoạch phát triển kinh tế xã hội của thành phố.
Từ những phân tích nêu trên có thể thấy việc nghiên cứu ảnh hưởng của nước biển dâng do biến đổi khí hậu đến xâm nhập mặn vùng cửa sông Thái Bình đoạn từ ngã ba sông Mới đến biển, đề xuất giải pháp thích ứng phục vụ cấp nước ngọt cho sản xuất nông nghiệp và sinh hoạt cho hai huyện Tiên Lãng và Vĩnh Bảo là rất cần thiết.
