1. Khái niệm: chi ngân sách nhà nước là phân phối và sử dụng quỹ ngân sách nhà nước theo dự toán ngân sách đã được chủ thể quyền lực quyết định nhằm duy trì sự hoạt động của bộ máy nhà nước và bảo đảm thực hiện các chức năng của
Nhà nước.
2. Đặc điểm:

3. Phân loại:
- Chi đầu tư phát triển: là khoản chi phản ánh việc Nhà nước sử dụng
một bộ phận ngân sách nhà nước để đầu tư xây dựng cơ sở hạ tầng kinh tế -
xã hội, phát triển sản xuất nhằm bảo đảm thực hiện các mục tiêu ổn định và
tăng trưởng kinh tế. Đây là khoản chi mang tính tích lũy. Những khoản chi này gồm:
chi đầu tư xây dựng các công trình kết cấu hạ tầng kinh tế xã hội không có khả năng thu hồi vốn; chi đầu tư và hỗ trợ cho các doanhnghiệp, tổ chức kinh
tế, tổ chức tài chính Nhà nước; chi bổ sung dự trữ nhà nước; chi đầu tư
phát triển thuộc các mục tiêu quốc gia, dự án nhà nước…

-Chi thường xuyên: là khoản chi nhằm thực hiện nhiệm vụ thường
xuyên của Nhà nước về quản lý các mặt của đời sống xã hội. Đây là những
khoản chi mang tính ổn định, định kỳ, lặp đi lặp lại và là khoản chi mang
tính tiêu dùng, vì vậy nó không có tính tích lũy. Những khoản chi này gồm:
chi cho các hoạt động sự nghiệp giáo dục, đào tạo, y tế, xã hội, văn hóa thông tin, văn học nghệ thuật, thể dục thể thao, khoa học và công nghệ;
chi cho hoạt động của các tổ chức chính trị, tổ chức chính trị - xã hội; chi cho các hoạt động sự nghiệp kinh tế; chi cho quốc phòng an ninh, trật tự an toàn xã hội…
