Ở Việt Nam, đã có nhiều nhà nghiên cứu phân tích thực trạng và đề xuất các giải pháp nâng cao chất lượng đào tạo, bồi dưỡng cán bộ, công chức như: “Cải cách quy trình đào tạo, bồi dưỡng cán bộ, công chức nhằm nâng cao năng lực thực thi công vụ” của Ngô Thành Can, năm 2014; “Suy nghĩ về công tác giáo dục đạo đức công chức” của Trần Minh Tố, năm 2014.
Nghiên cứu về giáo dục đạo đức công vụ cho cấn bộ, công chức thông qua hoạt động đào tạo, bồi dưỡng tại các trường chính trị cấp tỉnh đến nay chưa có công trình nào, chỉ có một số nghiên cứu liên quan như: “Đổi mới công tác giáo dục chính trị - tư tưởng cho cán bộ, đảng viên ở cơ sở” của Vũ Ngọc Am, năm 2003; “Công tác tư tưởng - văn hóa ở cấp huyện” của Đào Duy Quát, Hà Nội năm 2003; “Mô hình quản lý các cơ sở đào tạo, bồi dưỡng chính trị cấp huyện trong giai đoạn hiện nay” của Đặng Thị Bích Liên, năm 2009; “Khảo sát, đánh giá thực trạng, hiệu quả công tác của đội ngũ cán bộ cơ sở đã được Trường Chính trị tỉnh đào tạo, bồi dưỡng giai đoạn 1997 - 2002, từ đó đề xuất nâng cao chất lượng đào tạo, bồi dưỡng thời gian tới” của Nguyễn Trọng Chinh, năm 2002;“Tăng cường sự thân thiện và thuận lợi trong giao tiếp hành chính giữa cán bộ, công chức với công dân tại UBND cấp xã trên địa bàn thị xã Đồng Xoài” của Nguyễn Thanh Thuyên, năm 2002…
Qua các công trình nghiên cứu trên chúng ta có thể thấy rằng:
Thứ nhất, về giáo dục đạo đức nói chung; giáo dục đạo đức cho cán bộ, công chức đã có nhiều tác giả, nhiều công trình nghiên cứu đề cập đến. Tuy nhiên, nghiên cứu việc giáo dục đạo đức công vụ cho học viên trường chính trị cấp tỉnh ít được quan tâm nghiên cứu.
Thứ hai, có một số công trình nghiên cứu đã đề ra các giải pháp nâng cao đạo đức công vụ nhằm thực hiện một số nội dung cải cách hành chính ở Việt Nam, các kết quả đưa ra thường là các giải pháp lớn, mang tính định hướng.
Thứ ba, có một số nghiên cứu khẳng định giáo dục đạo đức công vụ cần thông qua nhiều con đường; trường chính trị tỉnh không chỉ cung cấp những nội dung về lý luận chính trị mà có vai trò quan trọng trong việc giáo dục đạo đức công vụ cho cán bộ, công chức. Tuy nhiên, chưa có nghiên cứu nào xây dựng được các biện pháp giáo dục đạo đức công vụ cho học viên trường chính trị cấp tỉnh một cách cụ thể và có hệ thống.
