Theo nghĩa rộng, toàn cầu hoá là một hiện tượng, một quá trình, một xu thế liên kết trong quan hệ quốc tế làm tăng sự phụ thuộc lẫn nhau về nhiều mặt của đời sống xã hội (từ kinh tế, chính trị, an ninh, văn hoá đến môi trường, v.v…) giữa các quốc gia. Nói một cách khác,“Toàn cầu hoá là quá trình tăng lên mạnh mẽ những mối liên hệ, ảnh hưởng, tác động lẫn nhau, phụ thuộc lẫn nhau của tất cả các khu vực, các quốc gia, các dân tộc trên thế giới, làm nổi bật hàng loạt biến đổi có quan hệ lẫn nhau mà từ đó chúng có thể phát sinh một loạt điều kiện mới.”.

Theo nghĩa hẹp, toàn cầu hoá là một khái niệm kinh tế chỉ quá trình hình thành thị trường toàn cầu làm tăng sự tương tác và phụ thuộc lẫn nhau giữa các nền kinh tế quốc gia. Biểu hiện của toàn cầu hoá có thể dưới dạng khu vực hoá – việc liên kết khu vực và các định chế, các tổ chức khu vực, hay cụ thể, toàn cầu hoá là “quá trình hình thành và phát triển các thị trường toàn cầu và khu vực, làm tăng sự tương tác và tuỳ thuộc lẫn nhau, trước hết về kinh tế, giữa các nước thông qua sự gia tăng các luồng giao lưu hàng hoá và nguồn lực (resources) qua biên giới giữa các quốc gia cùng với sự hình thành các định chế, tổ chức quốc tế nhằm quản lý các hoạt động và giao dịch kinh tế quốc tế.”
