đánh giá đúng tầm quan trọng của luật ưu đãi đối với người có công cách mạng trong hệ thống pháp luật Việt Nam cũng như trong đời sống xã hội, đẩy mạnh công tác tuyên truyền chính sách ưu đãi người có công với cách mạng, nâng cao năng lực, trình độ chuyên môn cho nhân viên công tác xã hội. Bên cạnh đó cần phải tăng cường công tác hỗ trợ nguồn lực, duy trì và mở rộng nhiều hình thức của hoạt động hỗ trợ xã hội đối với người có công với cách mạng.
