Người thụ hưởng: Tên họ, địa chỉ của người thụ hưởng phải được ghi rõ ràng, đầy đủ. Theo luật quản chế ngoại hối ở Việt Nam, người thụ hưởng hối phiếu là các ngân hàng thương mại có chức năng kinh doanh ngoại hối và phải được Ngân hàng nhà nước cấp giấy phép kinh doanh.
