II. Xây dựng các cụm, phân khu G thành phần của dự án
1. Tổng quát.
Khu đất quy hoạch hiện phần lớn là diện tích ruộng, chỉ có một số nhà dân nằm rải rác, có một số tuyến đường nội bộ đường đá cấp phối và đường đất, rộng khoảng 4 - 6m và chưa có vỉa hè. Giai đoạn II nằm ở khu vực phía Tây và Nam có khó khăn là: đặc điểm địa hình thấp, xa tuyến giao thông và các hạ tầng kỹ thuật khác hạn chế.
Trong khu vực quy hoạch, hiện tại dân cư chủ yếu tập trung dọc theo các tuyến đường, dạng nhà vườn, tự phát. Chỉ có một số hộ dân có nước máy. Trong phạm vi thiết kế chưa có hệ thống thoát nước. Nước mưa thoát theo địa hình tự nhiên ra các sông rạch. Trong khu vực quy hoạch, hiện tại chưa có hệ thống thoát nước bẩn. Các loại nước thải chủ yếu tự thấm hoặc xả ra ao, ruộng. Chỉ có một số công trình (nhà dân xây kiên cố) có bể tự hoại, còn với các nhà vườn chủ yếu dùng bể thấm ngoài vườn. Rác thải sinh hoạt cũng tự giải quyết, không được thu gom vì các hộ đều có vườn ruộng cho nên vấn đề ô nhiễm chưa phải là bức xúc.
Vấn đề lớn nhất đối với xây dựng KCNC giai đoạn II là phải triển khai từ đầu việc xây dựng kết cấu hạ tầng trong nội bộ Khu, vì hiện trạng hoàn toàn không có gì. Trong đó, việc giải quyết thoát nước là hết sức cấp thiết không chỉ cho nội bộ KCNC, mà liên quan đến khu vực phía Bắc xa lộ Hà Nội. Suối Cái là mương thoát nước của khu vực, kể cả cho thoát nước thải bẩn của hàng loạt nhà máy và cụm dân cư lân cận, hiện tại bị ô nhiễm nặng và bị bồi lấp.
2. Các cụm, phân khu công viên, cây xanh-mặt nước.
