Trên thế giới, công tác xã hội phát triển như một nghề nhằm giải quyết các vấn đề xã hội, nó đã ra đời hơn 100 năm qua do nhu cầu phát triển công nghiệp hóa và hiện đại hóa, đến nay đã mang tính chuyên nghiệp và đã tồn tại ở nhiều quốc gia trên thế giới.
Công tác xã hội hiện đang là một trong những vấn đề đặc biệt quan trọng, đang giành được nhiều quan tâm của nhiều nhà xã hội học, của các nhà nghiên cứu và các cấp lãnh đạo. Ở Việt Nam, nghề công tác xã hội mới chỉ ở bước đầu hình thành, chưa được phát triển theo đúng ý nghĩa của nó trên tất cả các khía cạnh; Mục đích nghiên cứu là phải tìm ra những vấn đề đang tồn tại từ thực tiễn Quản lý CTXH đối với người tâm thần, những nguyên nhân tác động, những rào cản của cơ chế, chính sách luật pháp, những hạn chế về huy động nguồn lực, đào tạo, cơ sở vật chất....để làm sáng tỏ hơn, qua đó đưa ra các đề xuất nhằm tạo ra sự thay đổi giúp con người phát triển hài hòa, đem lại nhu cầu hưởng thụ cuộc sống tốt đẹp hơn.

đổi mới và hoàn thiện Quản lý liên quan tới lĩnh vực CTXH đối với người tâm thần tại tỉnh BR – VT nói riêng và cả nước nói chung.
F. Giới hạn và phạm vi nghiên cứu
Về nội dung: Đề tài tập trung nghiên cứu khía cạnh quản lý CTXH đối với những hình thức thực hành, thực tiễn của CTXH đối với người tâm thần như CTXH cá nhân, CTXH nhóm hay phát triển cộng đồng đối với người tâm thần.
Về không gian: Đề tài được triển khai nghiên cứu tập trung chủ yếu ở Trung tâm xã hội tỉnh BR – VT, ấp 6, xã Tóc Tiên, huyện Tân Thành đồng thời có nghiên cứu thêm một vài nét về hoạt động tại Bệnh viện tâm thần tỉnh, xã Bình Ba, huyện Châu Đức, tỉnh BR – VT và một số trường hợp ngoài cộng đồng trên địa bàn Tỉnh để có cơ sở đối chứng so sánh.
Đối tượng: Hoạt động Quản lý CTXH đối với người tâm thần.
Về khách thể:Đề tài nghiên cứu 29 người tâm thần đã thuyên giảm có khả năng tương tác, bao gồm tại Trung tâm xã hội tỉnh, bên cạnh đó có nghiên cứu một số trường hợp tại bệnh viện tâm thần tỉnh và ngoài cộng đồng ở các xã thuộc tỉnh BR – VT.
Nghiên cứu trên nhóm khác thể là cán bộ nhân viên của Trung tâm và cộng đồng (130 viên chức quản lý, chuyên viên tâm lý, chuyên viên quản lý ca, nhân viên chăm sóc tại Trung tâm xã hội tỉnh, Bệnh viện tâm thần tỉnh BR – VT và cán bộ LĐTBXH tại cộng đồng).
Nghiên cứu cũng được tiến hành với 20 gia đình có người tâm thần ngoài cộng đồng.
Những hạn chế (khó khăn/thách thức): do một số tài liệu ở Việt Nam liên quan đến đề tài nghiên cứu còn hạn chế, bản thân kém về ngoại ngữ, khi nghiên cứu tài liệu nước ngoài gặp không ít khó khăn, vừa làm công tác quản lýcũng bị hạn chế thời gian nghiên cứu và thâm niên làm CTXH đối với người tâm thần còn khá mới mẽ cũng ảnh hưởng đến việc đưa ra những phát hiện, gợi ý và đề xuất.
G. Phương pháp nghiên cứu
G.1. Bản chất của nghiên cứu
Nhìn theo gốc độ hệ thống của bản chất, của gia đình đối tượng và nghiên cứu theo phương pháp truyền thống bằng một cách hệ thống với nhiều phương pháp khác nhau như: Điều tra bằng bảng hỏi; Phỏng vấn sâu với cán bộ Lao động – Thương binh và Xã hội cấp xã, cán bộ, viên chức quản lý, nhân viên chăm sóc Trung tâm xã hội tỉnh và bệnh viện tâm thần tỉnh BR – VT có nhiều năm kinh nghiệm trong lĩnh vực này... để hệ thống hóa một số
