Mục tiêu của dự án là bảo tồn hệ sinh thái biển đa dạng và còn nguyên sơ tại khu vực này, đồng thời chú trọng tạo việc làm cho cư dân sống quanh đảo và lợi ích của cộng đồng cũng được quan tâm hơn, khẳng định vai trò to lớn của cộng đồng dân cư và các doanh nghiệp trong xây dựng môi trường biển thân thiện và bền vững.

Cùng với đó, Khánh Hòa còn hình thành nên hệ thống công viên cây xanh tạo nên những cảnh quan thiên nhiên độc đáo; đi đôi với việc xây dựng đồng bộ hệ thống cơ sở hạ tầng, xử lý nước thải trên các tuyến đường phố chính; khuyến khích các doanh nghiệp có những ý tưởng sáng tạo trong việc đầu tư xây dựng các khu du lịch, sản phẩm, dịch vụ mang tính chất gần gũi với thiên nhiên; yêu cầu người dân và các doanh nghiệp sử dụng các chất liệu có trong tự nhiên, hạn chế tối đa việc khai thác quá mức, hủy hoại đến môi trường sinh thái; tập trung phát triển du lịch thám hiểm biển, thể thao, giải trí trên biển, du lịch nghỉ dưỡng và du lịch sinh thái biển.
Sự tăng trưởng lượng khách du lịch biển hầu như phụ thuộc vào việc khai thác, tận dụng những lợi thế sẵn có của tự nhiên, mà chưa có sự tái đầu tư và bảo tồn tài nguyên du lịch biển một cách bài bản. Việc lựa chọn, triển khai các hoạt động xúc tiến du lịch ở nước ngoài còn khó khăn do bị động, nhân sự mỏng nên gặp nhiều hạn chế.
