Mặc dù loại xăng sinh học E5 không gây ảnh hưởng tới môi trường và được triển khai sử dụng đại trà tại 7 tỉnh, thành phố trên cả nước đã hơn 7 tháng, nhưng người tiêu dùng vẫn chưa thay đổi thói quen sử dụng xăng truyền thống (A92, A95). Trong khi đó, các đại lý, trạm xăng cũng không mấy “mặn mà” với việc kinh doanh xăng E5 vì lượng tiêu thụ quá ít.

Người tiêu dùng thờ ơ

Trong khi trên nhiều tuyến đường, phần lớn các cây xăng chỉ bán loại xăng truyền thống. “Không lẽ khi xe hết xăng bất chợt, tôi phải dắt bộ tìm đúng cửa hàng có bán xăng E5 để mua. Thôi thì cứ xăng truyền thống dùng cho chắc ăn”, chị Thư chia sẻ.
Doanh nghiệp không mặn mà
Không những người tiêu dùng thờ ơ, nhiều doanh nghiệp kinh doanh xăng dầu cũng chưa mấy mặn mà với loại “nhiên liệu xanh” này. Tại TPHCM, kế hoạch đặt ra tới ngày 30-6-2015 sẽ phát triển thêm 115 cửa hàng xăng dầu tham gia phân phối xăng E5 và cuối năm 2015 sẽ đạt tỷ lệ 100%. Các đại lý, cửa hàng bán lẻ xăng dầu cũng chưa mặn mà kinh doanh loại xăng thân thiện với môi trường này bởi lượng tiêu thụ chậm, dẫn tới tồn kho lâu ngày, nên tỷ lệ hao hụt cao, ảnh hưởng tới lợi nhuận. Cộng thêm tâm lý e ngại xăng E5 là sản phẩm mới, khác với nhiên liệu truyền thống đang lưu thông trên thị trường, nên chi phí bán hàng tăng, kiểm soát chất lượng khó.

Tương tự, tính đến thời điểm hiện nay, trên địa bàn tỉnh BR-VT mới chỉ có 58/124 cửa hàng xăng dầu có kinh doanh xăng E5, sản lượng tiêu thụ trong hơn 4 tháng đầu năm là 5.487m3. Trước đó, thực hiện chỉ đạo của UBND tỉnh về việc tất cả xe công trên địa bàn tỉnh phải sử dụng xăng E5, sau một thời gian ngắn thực hiện quy định này, cuối tháng 3-2015, Chánh án TAND tỉnh BR-VT Nguyễn Văn Cơ đã có công văn xin phép không sử dụng xăng E5. Lý do được cơ quan này đưa ra là việc sử dụng xăng E5 không bảo đảm an toàn động cơ của phương tiện, dễ dẫn đến tình trạng hư hỏng bất thường.

Còn các chuyên gia cho rằng, do người tiêu dùng thiếu thông tin nên vẫn còn tâm lý nghi ngờ dùng xăng sinh học sẽ gây ảnh hưởng đến động cơ xe máy của họ. Bên cạnh đó, giá xăng sinh học chưa thật sự hấp dẫn với người tiêu dùng. Hiện xăng E5 đang bán trên thị trường giá 20.050 đồng/lít, không chênh lệch bao nhiêu so với xăng A92 (20.380 đồng/lít). Ngoài ra, tới thời điểm này số điểm bán xăng E5 còn hạn chế. Vì vậy người tiêu dùng cho dù muốn sử dụng xăng E5 cũng khó để lựa chọn.
Do đó, Nhà nước cần có chính sách khuyến khích các doanh nghiệp đẩy mạnh sản xuất và kinh doanh loại xăng sinh học E5, như vấn đề về giá cả, giảm thuế, tiến tới hạn chế dần mặt hàng xăng A92 trên thị trường. Như vậy mới hy vọng mục tiêu sử dụng đại trà loại xăng thân thiện với môi trường này không bị “chết yểu” thêm lần nữa.
