Khi bàn về tài chính công, sách giáo khoa Tài chính công của trường Đại học Sài Gòn viết:" Tài chính công có đối tượng là nghiên cứu hoạt động của quốc gia, khi quốc gia sử dụng những kĩ thuật đặc biệt gọi là kĩ thuật tài chính công: công phí, thuế, công trái,thay đổi giá trị của đơn vị tiền tệ và ngân sách...." Theo Phó giáo sư tiến sĩ. Trần Đình Ty xem tài chính công là " các hoạt động thu chi bằng tiền của nhà nước, phản ánh hệ thống các quan hệ kinh tế dưới hình thức giá trị, trong quá trình hình thành và sử dụng các quỹ tiền tệ của nhà nước nhằm phục vụ việc thực hiện các chức năng vốn có( không nhằm mục đích sinh lời) của nhà nước đối với xã hội"
Như vậy, theo các quan điểm này, tài chính công là những hoạt động thu, chi bằng tiền của nhà nước hướng vào phục vụ lợi ích cộng đồng xã hội, không vì mục tiêu lợi nhuận
Từ đó, Phó giao sư tiến sĩ Sử Đình Thành- thạc sĩ. Vũ Thị Minh Hằng cho rằng tài chính công là những hoạt động thu chi tiền tệ của nhà nước nhằm thực thi các chức năng, nhiệm vụ của nhà nước trong việc cung cấp hàng hoá công cho xã hội
