Hiện có hai loại ý kiến đối với việc đầu tư trực tiếp ra nước ngoài của Việt Nam.
Trong báo cáo thẩm tra Dự án Luật Đầu tư sửa đổi, Ủy ban Kinh tế của Quốc hội cho biết, trong khi Việt Nam đang rất cần vốn để phát triển kinh tế, thì chưa nên khuyến khích đầu tư ra nước ngoài; cần tăng cường quản lý, kiểm soát dòng vốn đầu tư ra nước ngoài…
Loại ý kiến thứ hai cho rằng, trong lúc tổng cầu ở trong nước “co lại” và còn yếu, thì nên gia tăng đầu tư trực tiếp ra nước ngoài.
Do vậy, cần có định hướng, chiến lược cụ thể để hoạt động này ngày càng mang lại hiệu quả cao, đóng góp nhiều hơn cho nền kinh tế.
