V. Tiến hành khảo sát chi tiết
5.1. Thu thập thông tin, số liệu trước khảo sát
Để thuận tiện cũng như đảm bảo tiến độ cho công tác khảo sát, những thông tin đơn giản tại Biểu mẫu khảo sát như Phần 1-Thông tin chung, Phần 2-Thông tin công trình, Phần 3-Loại công trình xây dựng, Phần 4-Vận hành công trình, Phần 9-Tiêu thụ năng lượng công trình, Phần 16-Giải pháp tiết kiệm năng lượng và Phần 17-Quản lý năng lượng, nhà thầu chúng tôi tiến hành gửi trước phần biểu mẫu thu thập thông tin cho phía chủ sở hữu cũng như đơn vị vận hành để họ chuẩn bị trước nhằm tránh mất thời gian trong công tác khảo sát.
Trước mỗi lịch làm việc với một công trình, nhà thầu chúng tôi sẽ liên lạc với chủ sở hữu hoặc đơn vị vận hành công trình để xác nhận về việc khai báo thông tin trong biểu mẫu khảo sát đã gửi trước, trong trường hợp chủ sở hữu hoặc đơn vị vận hành cần giúp đỡ để hoàn thiện biểu mẫu, cán bộ của chúng tôi sẽ tư vấn cụ thể, rõ ràng để người khai thông tin có thể hoàn thiện biểu mẫu khảo sát chính xác nhất. Trong thời gian khảo sát thực tế tại hiện trường, chúng tôi cũng tiến xác minh, kiểm chứng những thông tin đã được kê khai này.
5.2. Tiến hành khảo sát
Nhà thầu chúng tôi thực hiện công tác khảo sát theo quy trình khảo sát được phía Winrock và Ban quản lý Dự án – Bộ xây dựng thống nhất. Trong quá trình khảo sát tại công trình, chúng tôi sẽ phối hợp cùng các cán bộ kĩ thuật vận hành công trình cùng tham gia khảo sát nhằm thu thập thông tin nhanh và chính xác nhất.
Để đảm bảo tiến độ cũng như tính khoa học trong công tác khảo sát, nhà thầu chúng tôi chuyên môn hóa công việc theo các phần trong biểu mẫu khảo sát quy định tại Phụ lục 4 trong hồ sơ mời thầu thành 3 nhóm nhiệm vụ:
- Các phần sau: Phần 5: Diện tích và sàn, Phần 6: Hình dạng và hướng công trình, Phần 7: Vỏ công trình, Phần 8: Cửa/Cửa sổ, sẽ được thực hiện bởi các chuyên gia về kiến trúc.
- Các phần sau: Phần 10: Thông gió, Phần 11: Làm mát & sưởi ấm, Phần 14: Hệ thống đun nước nóng, sẽ được thực hiện bởi các chuyên gia về hệ thống HVAC.
- Các phần sau: Phần 12: Hệ thống chiếu sáng, Phần 13: Các thiết bị sử dụng điện trong công trình, Phần 15: Hệ thống thang cuốn và thang máy, Phần 16: Các biện pháp tiết kiệm năng lượng đã thực hiện, sẽ được thực hiện bởi các chuyên gia về thiết bị điện và hệ thống điện.
Với từng nhiệm vụ chia nhỏ theo 3 nhóm cụ thể như trên, các chuyên gia của nhà thầu chúng tôi khai thác, thu thập thông tin theo các yêu cầu trong Biểu mẫu khảo sát quy định.
Đối với những thông tin trong biểu mẫu cần đo đạc, tính toán, các chuyên gia của chúng tôi sử dụng những thiết bị nghiệp vụ để thực hiện công tác đo kiểm. Tất cả các công tác đo kiệm tại mỗi công trình sẽ được thực hiện tối thiểu 3 lần tại những khoảng thời gian khác nhau trong ngày để đảm bảo tính ngẫu nhiên trong quá trình đo.
5.3. Công tác sau khảo sát
Đối với mỗi công trình, sau khi hoàn thành công tác khảo sát, nhà thầu chúng tôi tiến hành phân tích và xử lý dữ liệu thu thập được ngay lập tức để trong trường hợp mẫu dữ liệu có thiếu sót, chúng tôi có thể kịp thời liên hệ với chủ sở hữu công trình khảo sát bổ xung.
